ABC Management is a property management company created by owners of subsidized housing to meet their management needs through financial performance, reducing liability exposure, and preserving the physical assets, while working within the detailed constraints of government regulations.

David B. Orlean, Principal

David B. Orlean is the principal shareholder and Vice President of ABC Management Company and the principal shareholder and President of the Orlean Company. Mr. Orlean is also the Secretary/Treasurer of Delta Mortgage Company.

Mr. Orlean attended Stanford University (B.A. 1973) and Stanford Law School (J.D. 1976). He began his professional career as a prosecuting attorney for the US Department of Justice in 1977. In 1981, Mr. Orlean elected to enter the real estate field on a full-time basis by joining the family business, for which he had previously worked during his undergrad and law school breaks. As such, Mr. Orlean has been a real estate professional at Orlean/ABC for the past 30 years.

Mr. Orlean has been involved in virtually all aspects of real estate development, construction, and finance, primarily in the area of multifamily and elderly (including congregate care, assisted living, and nursing home) housing. To supplement his practical experience, he has achieved licensure as a real estate sales person and has attended numerous conferences and seminars.

Larry D. Looney, President

Larry D. Looney is President of ABC Management Company and has been associated with the firm for the last 35 years. Mr. Looney has been a housing management professional for 37 years and has vast experience in property management and development. His experience includes commercial and residential management as well as asset management. His residential experience includes conventional, elderly, low-income tax credit and a wide array of HUD-insured multi-family housing management.

Mr. Looney holds a Bachelor of Arts degree in Business Management from Kent State University, Kent, Ohio. He also holds real estate brokers licensing in the State of Ohio and in the District of Columbia (Washington, D.C.). Additionally, he holds a Certified Property Management designation (CPM) and a National Assisted Housing Professional Executive Level designation (NAHP).

Mr. Looney is a member of many management associations and has conducted numerous classes in the field of Real Estate Property Management and Homeless Awareness.

David M. Roth, CPA, Controller

David M. Roth joined ABC Management and the Orlean Company as Controller in June 2000. Mr. Roth brings to ABC a diverse background in accounting and financial management with expertise in Big 4 public accounting and various industries ranging from a start-up HMO to an international manufacturing company.

In his current capacities, Mr. Roth compiles all primary financial data on properties managed by ABC and closely monitors their financial performance. He assumes responsibility for investing funds belonging to the various properties, seeking to achieve maximum returns consistent with the imperative that property assets be safeguarded.

Mr. Roth also coordinates with all entities having an interest in the financial performance of the properties, including mortgage services, and government and private auditors. He also reviews tax statements and files necessary tax complaints. Mr. Roth’s vigilance in this area has created beneficial returns for many properties.
